Salt-water vapor in the air around Navy gear;
anything unpainted will begin to corrode almost immediately.
Wrinkle paint was used for two reasons: provided a better
grip when handling and did not reflect light well.
As to why black: I don't know, but I'd bet a steak dinner
it was "well, we ordered it that way back in '28 and
it's just always been black so......"
