Haven't bought anything from him but others here apparently know the seller
and consider him to be honest individual.
You are assuming he will be shipping directly to winning bidder in the U.K.
Sometimes overseas buyers make arrangements with someone in the U.S. to
handle the export for them so from the seller's perspective the shipment is
to a U.S. address.
I'm not sure why so many people are reluctant to ship internationally. As
long as the seller has valid payment (as in converted to cash) in hand, it
shouldn't be much of an issue. Usually about a single page of additional
paperwork unless the value is substantial.
Part of it may be due to lack of knowledge. Perhaps they think it's
difficult. Or perhaps they don't pack want to pack the shipments properly.
God knows from what I've seen being shipped at the local post office, it's a
wonder anything arrives in one piece when it isn't being professionally (and
I don't mean by some clueless wonder at the local Mailboxes, Etc. store)
shipped.
In some cases, it could also be a deliberate attempt to keep a low profile.
When an individual exports a shipment over a certain fairly small dollar
amount, their social security number is required on the paperwork. Maybe
they don't want the government to know about unreported sales (no taxes
being reported) activities.

"Redistribution of the August J.Link archive by August J.Link. Stay tuned
for the next few years. Shipment to USA addresses only."
seems this traders words are not quite so, as he's just sold his latest two
items to a UK dealer, after he had emailed his refusale to take offers from
another UK buyer.
Just what is it with this "will not post outside US" mentality?
Just offered to buy another guys item. When asked if he'd take bids and ship
to UK got a cock and bull story about him being too busy to mess with
foreign posting, even though it takes the same time to hand a package over
the counter for delivery to Timbukto as to Texas, and that there were
exportation laws re military gear. The kit in question was a Russian 1950's
bit of junk, hardly just stolen from your sacred Langley ! When this was
pointed out his second line of excuse was that the package was already at
the UPS depot..... even though the bidding was still taking place.
Inward looking or what !
QM.
