I forwarded my post on GPS jammers to someone who is an expert in the field
(name withheld). Here is the reply:

I  know  you can.  I've seen a nice one that was built into a real,
regulation, but hollowed-out, hockey puck -- battery included.  It
was powerful enough that, if placed on a rooftop, it could disable
the GPS receiver in every civilian aircraft (including big airliners)
within a radius of at least 10 miles.  A bunch of them placed around
a major metropolitan area, each one blinking on (and quickly off
again) randomly, could create chaos for quite a long time.
