Hi

I'm all for redundant systems so don't take this the wrong way.

One of the wonderful things that the EU guys have learned from 
Washington is that authorizing a program gets all the positive 
publicity in the world. Funding a program gets lots of negative 
publicity.

They seem to have authorized the program pretty fast and set up a lot 
of dates for completion.

The funding for all this work seems to be a bit up in the air ....

For that matter Russia *has* a system up and running with gear in 
orbit. They don't have the money go keep it running ....

You gotta love politics no matter where you are from.
