Well, yes of course it is a postwar modification.  From limited documents, it 
appears it was first done for Pan American World Airways (PanAm) and then 
USAF bought some and assigned them the nomenclature T-412/ART-13B.  But the AF 
T.O. shows only the T-47A/ART-13 as having been modified.  And the transmitter 
in question is a COL-52286 (p/o Navy Model ATC) which with minor modifications 
(mainly a nameplate and different shock mount assembly, plus some had the 
antenna relay upgraded or maybe just replaced during normal service) became 
T-47/ART-13.
