I just thought of one other caveat about that measurement.  Since the
choke is likely to be a swinger, that makes it non-linear.  So, you need
to be careful about what kind of meter you use to measure the AC voltage,
as the waveform will likely not be sinusoidal.  And, I haven't thought
about it long enough to suggest which one is best, but probably a true
RMS meter like tha Fluke 8060 or equivalent.  Maybe not, though, I'll
defer to anyone who has actually thought this thing all the way through.
