Sure, why not? Big cap across the DC supply, but it likely has that
already. AC supply must be DC continuous, like a transformer winding.
You can also isolate the DC with a resistor. and the AC with a capacitor,
and apply them in parallel to do the measurement you describe. If you
configure it in a bridge, you can null out the parasitics.
BTW, I seem to recall that the GR 1650A allows you to do what you need.,
measure the inductance of a choke with externally provided DC running
through it, using the bias connection.
