I looked up the label on this roll of lacing cord from the 70s/80s.  
500 YDS. Polyester lacing tape  (Wrong guess 2 out of 2)
Size 3  MIL-T-43435
Finish E Black
P/N 805058B, Dearborn Wire and Cable, Chicago, IL 60624

So, just maybe, a visit to MIL-T-43435 will reveal present standards. 
Which still begs the question of historical usage.
