I beg to differ with you on that,
After WW2, as early as  1946 Telefunken and DEBEG started to manufacture
radio equipment  for the German fishing fleet. In 1950 Telefunken was
building marine transmitters, Siemens manufactured marine LF/MF/HF receivers
for their Merchant Marine.
In 1951 Telefunken manufactured DF systems for the Merchant Marine and
Lorenz also started their post-war production with marine communications
receivers.
In 1952 Telefunken, Siemens and Lorenz expanded their communications systems
product line and had a full line of marine radios for the Merchant Marine
and fishing fleet, while DEBEG came out with their post-war production line
of marine radios.
From 1953 and on, the German electronics manufacturers have a  much more
extensive and sophisticated product line.
I'm not sure when Telefunken was contracted to manufacture GRC-9 stuff, my
feeling is that probably in the early to mid - 50's. Telefunken or any other
major German electronics firm would have been more than capable to
manufacture such equipment (as the RS-6) from the early 50's, especially
that no design/development time and effort would have been involved.
BTW I have a number of post-war German radios in my collection. Among them
are 2  Siemens E305 HF communications receivers (1954-56) and a matching
S301 100 W  HF transmitter. The performance of the equipment is still
excellent today, considering 50's technology, and the construction is high
quality. By the way, I owned one of these receivers since 1968, and it's
still working perfectly with the original set of tubes.
