John,
The "Down Is On" is indeed a British convention.  When I lived in the U.K.
(nearly 8 years), I changed all the wall switches in my apartment to the
U.S. "convention" ("On" is UP) and when I built my new house in High
Wycombe, I instructed the electrician to install the wall switches with the
USA convention.

I just couldn't (for whatever reason) adapt to the British convention of
ON/OFF.
