I think that toggle switch position is perhaps unique for the U.K.
We have had older British cars such as Land Rovers and Jag's ,
where the toggle switch handles are down for "ON" ..

I have noticed that some WW II gear has its toggle switches installed such
that
when the handle points down, the function is on. (WS 19 and R.1155 for
example).
Does anyone know the origin of this? Is it a Brit convention? How long has
the
convention persisted? It just seems very odd to me.
