[Milsurplus] Toggle switch conventions

several brand new laboratory power supplies from the UK also have this
'feature'. It has confused our technicians at first.

I have noticed that some WW II gear has its toggle switches installed
such
that
when the handle points down, the function is on. (WS 19 and R.1155 for
example).
Does anyone know the origin of this? Is it a Brit convention? How long
has
the
convention persisted? It just seems very odd to me.
