Apparently it's a Brit thing. I'm not very familiar with British radio sets
but in British automobiles, like the Land Rover, down was ON for toggle
switches at least up through the 80's. My current Land Rover ('96) doesn't have any
toggle switches so I couldn't say whether it is still standard practice or
not.
