[Milsurplus] Need advice fro the experts

Gary,

This year alone, I've shipped an RS-6, SCR-195, PE-94-C, quite a few TM or 
T.O. reprints, and some BC-611, BC-348 and AN/ART-13 parts to the UK and some 
other places in Europe.  I generally described it as old radios or radio parts 
or books for collector and didn't have any trouble.  I didn't, in fact, even 
think about any export restrictions.  Maybe I was just lucky but the antenna you 
have is about the same vintage as the GN-58-A I sent to Austria.  I think I 
would call it something like Vintage Radio Antenna" and avoid using DF.

Others may have had difference experience?

As far as eBay is concerned, technically and legally you would be within your 
rights to cancel his bid as you said you would only ship in the US.  You 
probably don't want to have to do that, though.
