The Bell system (ATT was part back then) had some frequency assignments
down in the 2.5-3.5 Mc. freq. range back in the 50s.  Here in Texas they
used them for cross-border liason into Mexico when circuits went down and
they went through the old Bell "My end's OK, it must be on your end"
exercises to get them back up.   For some reason which I could never
fathom, ATT and SW Bell avoided VHF-FM radios in favor of old HF AM
stuff.  Until SSB channel splitting obsoleted the AM radios.  But even
today, there is a HF LPA on top of the San Antonio Bell building with a
Harris xcvr. on the end of the coax.  When asked, and depending on whom
you ask, you get a bunch of gobbledy gook explanations from telephone
circuit back up to NSA requirements.   Some of which may actually be
true.   Bell has always had some Federal commitments which they can't
talk about.
