I suspect that the B set removal was either a political / administrative move,
or the workshops had idle hands at war's end (or both). The B set draws
essentially nothing when switched off, and it could easily have been completely
disabled by removal of the valves and/or cutting a wire or two or removal of the
front panel switch.

You always wind up using third best. The best never comes. The second best comes
too late. There is a wonderful science fiction story (perhaps Arms Race by
Heinlein ???) that illustrates the point very well.
