[Milsurplus] BC-611s in marine band

We're not talking harmonica.

This '611 had coils / xtals for 2670.  Was used once in an NE US 
event called SeaFair (get it?)

I've one here & can't for the life of me figure why with a 3995 tank
& Antenna coil I can't hit resonance on 3885.  Tank set for min. L &
cap. C12 @ min.

UNLESS & probably someone put a padder cap on plate of RFA 3S4 where
it goes to L2 & switch for C12.  I just don't see it tho

Anyone else ever happen on this??
