[Milsurplus] Bureau of Aeronautics , Navy Dep????

I've get a manual for LM-18 and it has some peculiarities.

They forget to write the equipment it was intended for in front and first
page, so it read:

Instruction Book
       for
Crystal Calibrated
Frequency Indicating
Equipment

also, down the page, it says

BUREAU OF AERONAUTICS        NAVY DEPARTMENT

but the Promulgating Letter came from Bureau of Ships Navy Dep. dated 25
November 1949 and add to the description the words ,Navy Model LM-18

Haven't had another Bureau of Aeronautics manual before. Is it right or
could it be wrong at printing time?

And, when became the Navy to use the actual way to write dates?, most of my
manuals have the date in the dd mm yy style.
