This old story pops up every year.  There is not a shred of truth in it.
This is the standard boilerplate language that is used for each and every
military authorization bill.  Every year, like clockwork.  When they mention
critical systems, significant, and military technology, they are NOT talking
about your old tube transmitter or your wheezing duce and a half.  They are
referring to encryption, freq hopping, satellite comms, etc.:  In other
words, things of value to a military organization.  This has been re-hashed
in great depth, and one could do a GOGOL search to find the old postings.
