I had my lawyer review the competition rules, and she
said that altho only one ATD TU can take its turn at the
group work at any instant, the other 3 cannot take the day
off, but must be present and ready to report for activity at
any summons; thus they are not released  to their own
pursuits, but are effectively "ACTIVE" any time the employer
( here identified as "ATD" ), has lights on and is open for business.
