Perhaps asking what the design load for a TCS was in error, maybes this
is a meaningless question. perhaps the output tank was designed only as
a efficient way of matching the plate of the PA to any relatively lower
Z load, regardless of impedance. The radio was designed in a age before
transmission lines to feed arbitrary loads, maybe the designers could
care less about the Z of the load and just used a link couplings method
that had served well in many transmitters of the age? depending on
frequency it may match a very wide range of impedance?
