Just finished troubleshooting a Zenith 600 Transoceanic with similar
problems.  The 2nd IF transformer was leaking B+ into the detector and
AVC circuit.  Grids of the tubes controlled by the AVC were very
positive.  Disassembly of the transformer reveled silver migration on the
mica caps assembly used to resonate the transformer.  Both primary and
split secondary caps are on one piece of mica at the transformer's base. 
Alcohol and Q-tips solved the problem.  Unfortunately, the slugs of the
transformer are frozen so more work needs to be done.  Any spares out
there?

I think this would explain the hot RF amplifier if it's grid is similarly
effected.  If you disassemble the transformer, check the tuning
mechanics.  Don't do what I did and end up having to remove the IF
transformer a second time!
