Barry,
Sounds like a signal line tester for checking (perhaps) FDM telephone
lines. The description sounds very similar to a ME-71A/FCC that I've
got. It might be usable as a bare-bones LF/VLF receiver if the
sensitivity and IF bandwidth are adequate.
