Anybody know anything about an ME-398/U?

Some clues:  First, it's a meter, not a Messerschmidt, gray and a bit
smaller than a breadbox.  Made by Cosmos, the PTO manufacturer and contains
a PTO with gear drive and a 3-digit Veeder-Root counter.  The range is
limited by a cam affair so that it reads from zero nominal to about 485 kHz.

There's a big db/voltmeter on the left side, filter switch with 3
positions -- 250 Hz, 2500 Hz and "Flat".  Has an attentuator switch with
many positions marked in db and volts and one cal. position, fine tuning and
one or two other controls.

Input is in the form of 3 banana jacks -- case ground jack strapped to
ground jack and hot. Near the meter side there's a switch for 135 and 600
ohms and "calibrate"..

That's about it.

Anybody know?  Any theories?
