If you read through the alignment instructions of most of the military FM 
sets from the BC-603 through the RT-70, you will see that you peak up part of 
the tuned circuits on the IF center frequency and part plus or minus about 
1/4 the total deviation.  Although it still won't work as well as a set 
designed for NBFM, you can improve the performance (i.e., the audio output 
level when listening to an NBFM transmitter) by tuning the +/- circuits 
closer to the center frequency.
