Your description of the LR-1 fits the "Frequency Meter" we used
in USAF at Andrews AFB in 1954.  It had a Navy nameplate on it. 
The LR-1 was a big one; ours was black crackle finish with a "least
significant digit" analogue meter on the front.  It was unique for
its time because it incorporated scalars and counters, and most 
likely phase-locked loops.  A row of switches were used to approach 
but not reach zero-beat.  The analogue meter showed the last digit.
