Maybe it was a tradeoff...

USAAF Guy:  "We'll take your ATC if we can call it the AN/ART-13."

USN Guy:    "We'll take your BC-348 if we can call it the AN/ARR-11."

Joking aside, I wonder when the BC-348 got the official paper
designation of AN/ARR-11.  Probably well *after* the first USN
procurements of the BC-348.
