[Milsurplus] I have a vehicle test kit marked UTM/XDCR Kit Assy STE/ICE-R N eed Manual? and information on use?

I bought this test kit with the understanding that it would be an
engine analyzer for CUCV and Hummer vehicles and ???  Anyone know
what this is and exactly how it works.  there is no manual for the
system and I would be willing to buy or pay for a copy if anyone
