[Milsurplus] Need help with PP-4763A

Hi All,
I recently obtained one of these massive power supplies but as luck would=
 have it, it does not work.  Upon start up it makes a very loud growling =
noise (maybe a very loud hum is better description), if you let it stay i=
n this condition a house fuse kicks off.  It would seem that a short is o=
ccurring somewhere, but I have not been able to determine where that is! =
 I have replaced 3 of the 6 diodes on the rectifier section and even went=
 so far as to replace the SCR, but no luck.  Does anyone have experience =
with this type of problem and are there any manuals out there for this be=
ast?
I would like to get it back to a functioning status, but my power supply =
knowledge is quite limited.  Any help would be appreciated.
