Per TM 11-487 dtd 02 October 1944, the 1944 dimensions of the BA-30/ BA-1=
30
(D-cells) are:

1-11/32" Diameter            (1.344")
2-11/32" High                     (2.344")
2-13/32" Overall Height  (2.406")

The table includes many rectangular cells (with length, height and width)=

The body length and overall length (in the more common current usage) of
the cylindrical cells is listed in the high and height column, since the
contacts or terminals were (and are still for that matter) considered to =
be
on the top and not the side or end.  Interesting bit of semantics, what?

No tolerances are given, so I don't know whether these were maximums or
nominals, but I would lean toward the former.  With that assumption, and
ignoring for the moment the minimums from George's list, then the diamete=
r
is the same and LOA has grown by 0.035" to 2.441".

I have several other pubs with similar charts (both military and civilian=
)
dated from the 40's through the 60's, but I have never scanned them, and
they are all 466.8 miles away in Houston.

Length, top 58.7 to 61.1 mm, or 2.311 to 2.406 inches,
plus bottom ridge  0.4 to 0.9 mm or 0.016 to 0.035 inches, =

59.1 to 62 mm or 2.327 to 2.451 inches overall
Body length 56.3 to 57.9 mm, or 2.217 to 2.280 inches.

Unfortunately, I don't have the same information from 1944.
