The EMERs (Depot Service Manuals) for the No 19 sets give lists of what parts to
salvage from damaged sets and even coil and transformer rewinding specs. It
seems that the decision when to scrap and scavange sets was likely left to the
guy in charge of the depot, who was in the best position to make the decision.
