[Milsurplus] WWII repair question

While working on some of my WWII radio gear, I came up
with a question.

What official criteria (if any) existed for a radio shop during
war time, to repair, replace or scrap battle damaged
gear? Was a bullet hole or shrapnel damage enough to
scrap a given radio? I am 100% certain cannabilism
was used to keep radios running, but how official
was this practice?
