Detecting local oscillator in receivers is a common practice.  In Germany 
during the early 60s, a tax was  in place on all TV receivers operating in a 
residence.  This was a recurring tax and enforced pretty vigorously.  You 
would notice the van with its antennas driving about checking for tv sets.
