[MilCom] MIL: 11175.0 USB - SYMPHONIC and NEW MATH

SYMPHONIC was probably airborne after all.

     11175.0 was active at 1822z with SYMPHONIC calling and eventually
raising NEW MATH (1831z)  to exit the net.

SYMPHONIC was at excellent levels on Ohio Valley SDR; weak/readable on
California SDR. However, NEW MATH (NCS) was very weak/often unreadable
(weakly visible in the waterfall) on the Ohio Valley SDR but at good levels
on the California SDR. SYMPHONIC was also simulcasting on 8992.0.
