Not that I am aware of--the USN ground locations use 200 Bd MSK and I am not aware of anyone decoding clear traffic in the hobby.
On the other hand, the Russian ground locations do cw on 18.1 and 21.1 kHz that can be heard in the US in quite locations. This is FSK cw that alternates with their T600/Bee encrypted transmissions. I have not heard India or Chinese cw down there in years--only encrypted RTTY. And only encrypted MSK from the UK, France, Israel, and Germany.
