[MilCom] 249249 GOTO FMS flying right over me right now calling out an EAM on 311.00

I think his call-sign is "ENCOURAGE".....I've seen this 249249 used before
and I *think* sometimes they purposely change the ICAO so you dont know
what plane it is.

ROADBULL now calling something like "RACETRACK" saying they are off deck.

This doesn't sound like the "usual" GOTO FMS stuff....
