[MilCom] [MilRadioComms] E-4B NAOC 74-0787 as "Bench 31"

The E-4B remains on the ground at Patrick AFB. The tower remained open all  
night, as is always the case when an E-4B stays here.  The fuel trucks  
refueled the plane all night long, as she operated one engine continuously when 
 on the ground, to keep electronic equipment operating.
