[MilCom] Russians language on 245.8 MHz

Thanks for the info.  Guess the coverage pretty much confirms it's an 
orbital signal.  If the uplink is in the the same band then it's allocated 
for Fixed and Mobile service in Region 1 so I guess not too surprising to 
capture terrestrial comms from time to time.
