He is burning Orderwire freq 359.5 MHZ (WBFM mode).

E-4B National Airborne Ops Ctr (NAOC) aircraft  73-1676 is at Patrick AFB 
this morning. He arrived yesterday. One engine is  continued running the 
entire time the aircraft is on the ground to keep comms  and other systems 
operating independent of base facilities.
