[MilCom] MIL: 11175.0 - LEGIT 21 with SKYMASTER activity

     11175.0 was active at 2331z with LEGIT 21 (weak but rising to
fair/good levels; muffled audio) calling SKYMASTER to pass a message
of one group: E8TW.  If he raised a player the player was unheard
here.
