[MilCom] MIL: 11175.0 - OFFUTT maintaining simulated no contact

Continuation...

OFFUTT (strong levels) closed with "maintaining simulated no contact
except for real world REAR DOOR" and out.

     11175.0 was active at 1913z with REAR DOOR (strong levels here)
working OFFUTT (now unheard here) for a phone patch to a common DSN
271 number and was moved to 11220.0

     11220.0 was active at 1915z with REAR DOOR (strong/good) working
OFFUTT (in the noise floor) with the phone patch to RED CEDAR (GEP
controller) requesting 7A RF19 in ROOT ALUM (GEP alias). After some
order wire chatter the phone patch was terminated.

     11175.0 was active at 1925z with REAR DOOR (now at weak/barely
readable levels) working an unknown player (unheard here) and going
"green."  At 1927z the freq lit up with very weak ANDVT comms.
