[MilCom] MIL: 11175.0 - OFFUTT maintaining simulated no contact

     11175.0 was active at 1912z with OFFUTT (strong) calling REAR
DOOR in a possible all freq request (did not check) for a "real world
contact" (REAR DOOR had been earlier attempting to raise OFFUTT for a
"real world contact") and requested that REAR DOOR attempt re-contact.
