[MilCom] 15016.0 - VAGABOND standing by for traffic

     15016.0 was active at 2044z with VAGABOND (unheard to
weak/readable levels) "standing by for traffic".  He may have sent
message traffic prior to this but was in the noise floor until the end
of the xmsn.  Probably h+11/h+41 activity.  Maybe TACAMO LANT. Xmsn
windows appear to be slightly deviated from day-to-day activity.
