[MilCom] USCG Sector Hampton Roads 800 number for marine emergency

Did not the Coast Guard just spend millions on Rescue 21 for complete
coverage with RDF capabilities and now they want you to call an toll
free number. And yes I know it is not 100% installed yet throughout the
country.
Here is the schedule and Hampton Roads is complete.
