I think the reason CAP has these training exercises to provide initial 
training, refresher training, & upgrade training to their Emergency Services 
personnel.  As with any exercise, especially in CAP "SAFETY" is the primary 
concern in all of CAP's operations & it sounds like they were concerned with 
the amount of air traffic in the area.  Additionally, with the cost of 
aviation fuel & also just regular vehicle gas,  my sources tell me that CAP 
has to keep the practice exercise/missions to within a budgeted total dollar 
amount -- and just like all of us have been seriously impacted by rising 
fuel costs.   My understanding is that CAP also is a heavy user of cellphone 
& text messaging communications.
