Yes, the ATC will be simulcast on both VHF and UHF. Since you live in a very lucky area and your airport gets quite a bit of both VHF and UHF traffic i will suspect FSM's ATC will simulcast on both VHF and UHF 100 percent of the time. I say that becuase here in Nashville where we get UHF traffic once in a blue moon ATC has the option of leaving UHF dormant (you don't hear ATC) until something appears on it and since BNA ATC can't multitask they do everything but beg in trying to get the military aircraft to come over to the VHF side. So i would say the simulcasting at Ft Smith will be 24/7. Good luck with the filtering. Although don't discount VHF all the time as some do (the hard core ones) becuase F-18's are notorious for using VHF ATC as well.
