[MilCom] 15016.0 - BROWN RAT standing by for traffic

     15016.0 was active at 1833z with BROWN RAT (fair to unheard
levels; it's the wrong time of the Cycle for this stuff) bcsting a
possible 32-character EAM (ended in __LL) and then standing by for
traffic.  Fair/weak levels on 11175.0.  Suspected 'glass mission.
