[MilCom] 8992.0 - CIVILIAN standing by for traffic

     8992.0 was active at 0450z with CIVILIAN (weak/fair) bcsting
LLDM2F and simulcasting same on at least 11175.0 (weak) with nothing
heard on 4724.0 and 15016.0.  At 0454z (a minute or so after the
completion of his EAM xmsn) CIVILIAN came back up on freq with his
"standing by for traffic statement."  H+20/h+50 activity.  Suspected
TACAMO PAC.
