Hello Joe & the group:
At some bases the Transit Alert (parking) & transit aircraft/tenant aircraft
refueling and even base operations & weather/metro has actually been
contracted out to private service firms. Also most employees at ANG &
AFRES bases are not on active duty but are civil service techicians that
wear military uniforms. IF an aircraft comes in for whatever reason, unless
it has PPR#, there may not be anyone even on duty to provide the necessary
services OR the base may not want to incur overtime costs for the
technicians or the civilian contractor.
It just isn't as simple as it use to be. At Westover JARB: Transit Alert,
Fuels, Ground Transportation, Vehicle Maintenance, Civil Engineering
Facilities & Grounds Maintenance Support -- all are performed by civilian
contractors. So you can bet that anything out of the ordinary will incur
additional cost plus charges as provided in the various contracts.
Westover has sent transit aircraft (without approved prior approval request)
the metro civilian airport side for refueling in the past.
