[MilCom] Russian Strategic Long Range Aviation Missions Spiking Again

This is also the traditional time of year for Global Lightning.  This
is the end of October, and it usually works into early November.  In
this decade HF usually lights up around right now and remains active
for a couple of weeks with exercise activity.
